Job Description and Duties

The Legal Information Manager (SSM II) provides oversight and management direction to the Office of Legislative Counsel’s (OLC’s) Indexing Unit and the Law Library. The Indexing Unit reviews, indexes, and compiles legislative information for the OLC, the Legislature, certain state agencies, and the public, and performs related functions; the Law Library provides information management services to the attorneys of the OLC. The SSM II is responsible for ensuring staff development, succession planning, process documentation, business process improvement, service alignment, and coordination and cooperation with other units of the OLC. The SSM II also works closely with the Chief Deputy Legislative Counsels and other attorneys on matters of legal interpretation, particularly as it relates to code compilation.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of and/or experience with the legislative process, the legislative calendar, and the work of the Office of Legislative Counsel.
  • Experience supervising staff in analytical, professional, paraprofessional, and/or clerical classifications or roles.
  • Demonstrated experience with staff development, professional development, succession planning, knowledge retention, and knowledge transfer.
  • Demonstrated experience with business process analysis, evaluation, and improvement.
  • Ability to work with stakeholders, customers, and peers in a variety of roles, including executive management, legal staff, vendors, colleagues, and IT support.
  • Ability to communicate well both orally and in writing, particularly on detailed technical matters.
  • Experience developing written documentation of office processes and procedures.
  • Familiarity with State of California civil service personnel management practices.
  • Experience with enhancing business processes by leveraging IT systems and automation.
  • Knowledge of and/or experience with information management, access, retention, and sharing within an organization.
  • Knowledge of and/or experience with reading and interpreting statutes and law.

Statement of Qualifications
